The Republic of Moldova has received financing (Loan) in the amount of EUR 75 million from the European Investment Bank (EIB) to undertake the ”Wine Sector Restructuring Program” - that will address the structural weaknesses in the Moldovan wine industry, and it intends to apply part of the proceeds to payments for related consulting services to be procured under this project. The services required by Project will be provided by a locally full time hired Winemaking Expert (WE).
The main objectives of the assignment are to provide support to PIU on the following:
1. The WE shall provide expertise and advice to the Project Executive Director (PED), PIU staff members and other relevant stakeholders on all aspects of winemaking/viticulture relevant to the project and for its effective and efficient implementation.
2. Develop objectives and targets towards activities of the program and achieve the targets both in terms of conformity with project rules, documents and agreements.
3. Develop and submit technical evaluations/expertise required by the project.
Main Duties and Scope of Work
Providing advice on all aspects of winemaking/viticulture as required by PED and other PIU staff.
1.1 Providing written technical evaluations/expertise and opinion on the eligibility, conformity (e.g. with Government sectorial policy objectives) and feasibility of requests for project support.
1.2 Providing, as appropriate, advice on eligibility, conformity and feasibility on all aspects of winemaking/viticulture (and related industries) to final Beneficiaries and other relevant stakeholders.
1.3 Providing relevant technical advice and assessment for monitoring and reporting purposes (this involves performing field visits in rural areas, to project sites etc.).
1.4 Provide organizational support to the European Investment Bank coordinated Technical Assistance.
The CONSOLIDATED UNIT FOR IMPLEMENTING AND MONITORING THE WINE SECTOR RESTRUCTURING PROGRAM now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information on the below qualification requirements, indicating that they are qualified to perform the services:
1.1 Higher education in winemaking or other relevant domain.
1.2 Minimum of 5 (five) years of relevant professional experience in winemaking (strong knowledge of viticulture is a plus).
1.3 Experience in donor financed projects and in providing technical expertise is a plus;
1.4 Excellent knowledge of Romanian (both written and oral); good working knowledge of English is a plus.
1.5 Strong knowledge of common PC office tools.
